This conference is for all those involved in safeguarding roles. It is primarily for NHS staff but will enable delegates to inform their colleagues in social care and other partner agencies. It has been designed specifically to support people in safeguarding lead roles in the NHS as they begin to work on the safeguarding agenda and to assist them in developing best practice within their own services and relationships with other agencies. The conference follows high profile inquiries such as the Shipman, Ayling, and Kerr/Haslam inquiries, and investigations into institutional abuse of people with learning disabilities living in NHS services in Cornwall and Sutton and Merton.

The safety of vulnerable patients and those with complex chronic health care needs and/or enduring conditions also needs addressing, extending the role of clinical governance and drawing on the Dignity In Care Campaign. It is important to remember that abuse can come in everyday forms that do not always hit the headlines. Beyond this are the links that are needed with local Safeguarding Boards at a time when No Secrets is being revised and Health is being invited to take its place more proactively at the table. Processes such as adult protection investigations, serious untoward incident reporting and serious case review, need to be aligned to provide the strongest safeguards and to ensure that a seamless decision making process is put in train whenever a vulnerable adult is abused.

The health service also plays a key role in relation to vulnerable adults in the community and needs to be vigilant in identifying abuse that happens in the people’s homes and neighbourhoods as well as within its own services, and to be there for people who have been abused when they later present for treatment and support on their road to recovery.The NHS also serves perpetrators in need of containment and has to balance public risk with an acceptance and acknowledgment of their own rights and needs for treatment and support.This complexity requires clear thinking and robust processes and it is these that the conference aims to foster.
