The Care Programme Approach (CPA) was introduced at the beginning of April 1991 with a view to improving the delivery of care to individuals with severe mental health problems.

In October 1999, the NHS Executive published a policy booklet entitled ‘Effective Care Co-ordination in Mental Health Services: Modernising the Care Programme Approach’ and this introduced various changes to the CPA which included the establishment of the care co-ordinator role. In March this year, following the National Review of the CPA, the Department of Health published good practice guidelines and recommendations: ‘Refocusing the Care Programme Approach: Policy and Positive Practice Guidance’. This document states that there needs to be more consistency in applying the sound values and principles of CPA across the country, and while many service providers have been highly effective in implementing best practice approaches, others are still striving to develop improved service provision in this context.

This one-day conference will provide an important opportunity for participants to learn and develop ideas about the following: n key elements of the refocused CPA n underpinning core values and principles of the CPA n service user experiences of CPA and hopes for the future n collaborative approaches to care planning and reviews – a medical view n service user talents, skills and creativeness – a service user-led initiative n what good practice looks like – key messages for practitioners.
